Allow to export metadata of unpublished datasets using preview URL token

Overview of the Feature Request

We'd like to discuss the feature request of allowing users to view metadata exports of unpublished datasets using preview URL token.

The reasoning here is basically the same as for why viewing metadata exports of unpublished datasets is useful in general: users would like to check the metadata exports before publishing the dataset.

That was discussed in #4132 and implemented in #11398.

This feature request is only about adding a new method of authentication to do so (the preview URL token). As far as I am aware, this is currently not possible.

FWIW: One concern would be with anonymized preview URLs - they'd need to block exports or, if you need exports in that case, they'd need to be scrubbed for the fields that get anonymized.
