Bump TensorAlgebra compat to 0.8

Compat bump for ITensor/TensorAlgebra.jl#156.

Also pins MatrixAlgebraKit to < 0.6.5 in test/Project.toml to work around a regression in v0.6.5 (QuantumKitHub/MatrixAlgebraKit.jl#170) where the positive = true default for QR/LQ decompositions introduced scalar indexing in the LAPACK driver, breaking GPU-like array types (JLArray).
