rename preprocessing repository

We should rename the preprocessing repository, and/or separate the network from the ingestion and (pre-)processing

The input_network branch currently has only one notebook (VAE_tests.ipynb) that could be moved to a separate repository.

Edit to add: The notebook VAE_test_input.ipynb can be removed from the other branches
