GCMR: OpenMC model's positioning of control drums is incompatible if larger drum radius is used

When specifying a drum radius (theoretically) larger than the Assembly FTF, the drums cannot be positioned in the OpenMC template.

E.g. Drum Radius: 7.5 cm (Drums are positioned as expected)

E.g. Drum Radius: 15 cm (Drums are no longer shown in the plots) possibly due to geometry overlap
