Load Indexed DB state incase of Browser Change

If the individual logs in after clearing the browser storage or from a new browser, there will be no projects in the IDB so, navigating to that project will not be possible. We need to fix this. 

Possible Fix :
Fetch from the pg db and store if not present the entire list of projects.
