[1.16.5] Tier IV factory doesn't seem to output any endermen drops

I had a tier I factory working with zombies, then upgraded to tier IV for endermen, nothing is added to the output chest, tried flushing all as well as endermen and zombie, replaced cell with highest tier cell, made a brand new setup in a creative world same thing happens, server start logs shows tartarus being forced to load successfully, when using the status command I get "Waiting for cell" which could be the issue? not sure how to fix it though. I'm playing FTB University version 1.1.0.
