Feature: test summary comment

In the service of addressing the root cause of flaky tests, it'd be helpful to have a comment on PRs including a summary of the test execution.

It could include:
- which tests are retried, how many times, and how long they took

To avoid spam I personally prefer actions that update a single comment rather than adding many.
