This video offers one way to use your own modem also watch other jio related videos in his channel you will get a bigger picture.

Inshort Jio uses GPON and it uses GPON serial number and it's mac address to authenticate nothing else and GPON serial number is combination manufacturer's name and it's MAC address which is written on the back and to get manufacturers name you can either guess because i guess there are only two so far or you can check the manufacturer in telnet too i don't remember now but i will update once i remember.

You need a GPON modem/ router which has ability to alter its serial number and MAC address and on this YouTube channel he has showed 3 such devices and all of three works as far as i know by joining his discord server.
