Low performance in "102 Dalmatians: Puppies to the Rescue"

Guys, I have a question: how can I make 102 Dalmatians: Puppies to the Rescue run faster on Windows 98 in VMWare Workstation Pro and VirtualBox? Both virtual machines have 512 GB of RAM, 3D acceleration enabled, and 256 GB of video memory.
The game wasn't particularly demanding back in the day:

CPU: Intel Pentium MMX 233 MHz
RAM: 32 MB
Storage drive: 50 MB uncompressed
GPU: 4 MB of VRAM, DirectX 7.0a compatible
