Multi-arch docker images

Currently only linux/amd64 docker images are built for hydra-indexer and hydra-indexer-gateway.
It is painful for users running on arm64, often the emulation is too slow or causes the process to fail or halt.
We should use a similar github workflow as Joystream/joystream#4886 to build multi-arch images.
