Engines set to rotational action groups idle at 50% thrust

The expected behavior here is that when assigning an engine to a rotational axis action group, the engine will be off, and upon hitting a rotation key, the engine will throttle up like an RCS thruster.

However, the engine will actually idle at 50% thrust, and will throttle to either 100% or 0% depending on the input.

Is this a feature request, or something that works as expected without KSPCF?

I feel like its very unlikely to get implemented into KSPCF in that case, given it changes the actual functionality of the game.

It never occurred to me to assign an engine to a rotational axis action group...that is a stock feature and this might be simple and safe to support. If it's easy it might make sense for KSPCF.
