Dynamic influence needs to be moved #22

  1. Influence calculation should be in a stored proc.
  2. Station laws become alliance laws, enforced equally by all stations in the alliance. Even stations' attacks on planets in their jurisdiction can just be assumed to come from the "nearest" station.
  3. Stars' station_id should become alliance_id to reduce joins just to find out who owns it. It doesn't matter which station owns the star when all the laws are the same, making this faster at runtime.
