Biases are grouped on group_id and ccd configuration, instead of just ccd configuration

In the unusual situation that biases are not collected all at once, it is possible for compatible bias frames to be assigned different group IDs. The DRP checks for both group ID and the CCD configuration to be identical before it allows bias stacking, when it should just be checking for the latter.
