Intelligent Rule Selection

Idea

Allow Kilo Code to automatically select which rules to include for a given request, based on the prompt and context. This should be toggleable via a user setting. This should apply to both global and project rules.

Use Case

I have separate global rules for a variety of topics, including different programming languages and domains such as SQL and CI/CD. Currently I have to toggle on/off each rule manually for each new chat. I want to selectively include only the applicable rules for what I'm currently working on in order to keep the context slim and relevant.

It would improve my workflow significantly if Kilo Code could intelligently choose which rules to apply based on the current prompt and context, as I would no longer need to manually do this myself.
