Cannot use global skill on Windows, getting a path error when reading the skill file

Description

I added a global skill on Windows, but when using it (Gemini), there was an issue reading the file path

Path does not exist: e:\Projects\Temp\test_skill\~\.kilocode\skills\skill-creator\SKILL.md

Reproduction steps

1. Add skill to the directory C:\Users\Administrator\.kilocode\skills\skill-creator
2. Open the IDE (Antigravity or VS Code) and use kilo code to call and create a skill.
3. The model attempted to read the global skill and encountered an error, with the path not found.
   Path does not exist: e:\Projects\Temp\test_skill\~\.kilocode\skills\skill-creator\SKILL.md

My temporary fix is telling kilo code the directory that global skills are in. I put it in the custom instructions for all modes.
