Restore NoArrowsRandom after Beat Saber 1.13 #13

The internal NoArrowsRandom Beat Saber function was removed in 1.13. It now just converts notes to No Arrows.
Find some way to restore the functionality, hopefully with the exact same kind of randomization so that old maps do not play differently.
