Define v0.2 scope: multi-system composition and cross-boundary governance

Context

v0.1 covers single-canonical-build geometry. v0.2 should address:

• Multi-system composition (how geometries compose across boundaries)
• Cross-repo governance integration (see docs/INTEGRATION_MATRIX.md)
• Runtime telemetry and observability hooks
• Formal verification pathways

Deliverable

A scoping document (docs/LVTECH_RUNTIME_GEOMETRY_v0.2_SCOPE.md) with clear boundaries, non-goals, and dependency map.
