Variable foliage speed/water wave speed #112
Description
Hello. I would really love to have the ability to change foliage and water wave speeds depending on the day, similar to how fog, clouds, and a few other weather-related settings work. Maybe it could be called "wind preset" and also control cloud movement speed. Having a per-day option, as well as a random preset option, would also be awesome.

I really like this shader and all the improvements that keep getting added, so thanks :)
By the way, I completely understand if this would be too much work or if you'd prefer not to add it, but I still wanted to suggest it.
