right click menu/settings and more menu/download menu/... gui not showing up

Edge version 139.0.3405.102 installed.
None of the menus are showing up properly.
However, the menus are still there after clicking.
I can still choose the invisible options as show below.

This is the same as the right click menu, and other menus.
I cannot even send report using alt+shift+i as the gui shows nothing:

I have tried to restore settings, clear cookies and repair Edge.
These methods do not work.
Is there any solution to this bug?
