[Problem/Bug]: 138.0.3351.77 dies with unconditional CO_E_SERVER_EXEC_FAILURE

What happened?

I wondered why all my WebView2 windows stop working today even though everything worked yesterday. It turns out that 138.0.3351.77 was installed last night around 9:17PM before I restarted my app.

ICoreWebView2Environment10.CreateCoreWebView2ControllerWithOptions now returns CO_E_SERVER_EXEC_FAILURE in the callback no matter what I do. Nothing will load now.

Importance

Blocking. My app's basic functions are not working due to this issue.

@ClosetBugSlayer CO_E_SERVER_EXEC_FAILURE can potentially happen if runtime fails to start, can you check if a crash is reported as per https://github.com/MicrosoftEdge/WebView2Feedback/blob/main/diagnostics/crash.md.
Also please share logs https://www.aka.ms/wv2etw to check if we have details around failure in that.
