Towny Advanced doesn't let me make or buy a town

If I try to make a town it said I dont have enough money, but I gave myself 10k. And still it said I dont have enogh money. I then somehow figured out I can make it with the /townyadmin command but cant claim anymore and other players cant aswell.
Please help :)
