+This is quite common likely due to the fact that disabling ads creates a transaction. If you have a valid form of payment you can attatch that. But reports have also surfaced that it might have to be a valid **US** form of payment to enable ads.

Previously, it was possible to bypass this using a [Demo Card](https://developer.mastercard.com/mastercard-send/documentation/implementation/sandbox-test-cards/), but Amazon being Amazon, has seemingly patched this method. Now, you need a valid US account with a payment method to enable ads. If you don't have one, you now have 2 options.
