Separate build and test jobs for Linux and Mac (as for Windows)

Windows has separate GitHub Actions jobs for building and testing, which means that we don't always have to rebuild if a failing test was fixed through external means (such as an updated cwipc).

Might be good to make this split also for Mac and Linux.
