Server sockets GC must handle treat socket at two states:

Not Inited - if some part of the system connected to the socket and did not have any intention to use it. Eg: LiveProbe in Kubernetes or Load Balancer. The socket will remain in Not Inited state and we can close it in the shorter interval;

Inited - works in case socket went through Greeting stage and we are 99.95 percent sure - this is a client connection we want to treat with a different timeout;
