The ownership of a given knowledge graph and its fileset versions may need to be more flexible.

Logged in users automatically get tied to the Knowledge Graphs and (versioned) file set entries that are created in the KGE Archive. We may wish to be a bit more flexible or perhaps, fine grained, to tag ownership slightly differently, and to allow for a team of people to maintain their KGE file sets, in accordance with their team's IP policy.
