Create Mac arm (m1/m2) packages

Create Mac m1/m2 PAT based packages using GitHub Actions.

I think we just need to enable another runner in the github workflow using the mac m1/m2 runners (assuming these are available).

According to Progress ticket and Github doc. Github host vm hasn't supported the arm-mac yet. We may need:

• Wait for the support. Looks like it will be done on about Q4/2023. Since they have started Public Beta, it should be able to delivered on time. Source. I don't find place to add our project to public beta, tho.
• Run it on our own hosted m1 mac which is possible.

our arm mac is in data center now.

@tijcolem or others, do you know if I can use v 4.6.0 of Qt Installer Framework? The mac intel build uses v 4.3.0, but that is x64 version not ARM64. The reason I'm thinking of trying 4.6.0 is that it is the first version that has 'installer-framework-everywhere-src' files instead of 'installer-framework-opensource-src' files. v 4.10.0 only includes the everywhere files, so it seems like that could work for us. These files are located here.
