Reuse the apache POI OSGi packaging

In the Bits update site we should expose the apache POI OSGi bundle instead of building our own bundle.

• The .target file should be able to reference the maven artifact (see the pom.xml for more details on what is packaged).
• We can then add the bundle to the Bits update site.

Some tests will be needed to make sure M2Doc works with this bundle.

There is a version of POI 5.3.0 on orbit.

We can't use the Orbit version since it misses poi-ooxml-full and poi-scratchpad...
