Do not start EventRecorder in RTX layer

I suggest to remove the configuration for starting EventRecorder in RTX.  This would conflict with other optional settings and the proposed Fault Event handling (https://github.com/Open-CMSIS-Pack/RefApp-Framework/tree/main/layer/RTOS/RTX).

In general I believe we should not configure components for debug, but explain instead how this can be done by the user.
