Description
modify https://github.com/yohanboniface/CartoCC to apply start_date and end_date clauses to queries. As a start, CartoCC will preprocess, produce mapnik.xml for that date range, and we'll configure mod_tile by hand to use the separate time aware layers. to start, 2008 and 2009.
