Include ruby-openscap project in CI #3

Hello,
Please include ruby-openscap project in our jenkins testing as well.
The repository includes very simple ./runtest.sh that should be fine for CI. https://github.com/OpenSCAP/ruby-openscap/blob/master/runtest.sh
It however needs to have gem and rubocop packages installed. So this is up perhaps up for a discussion.
