Add PyPI extension/ necessities for GUI capabilities

Since we want to use SPECtate with the GUI, why not pip install spectate?
@Zonr0 has commented that many python GUI extensions have separate repositories/ packages.

From meeting: Something for the last couple of weeks once GUI and core is done. For now, just checkout the GUI.
