French translation updates

Description

The following translations need to be addressed.

Tasks

1. Controls widget

The translations in the controls widget (left side of screen) can be updated in the data/ui-data spreadsheet and then re-uploaded into the database.

2. Bottom paragraph

The translations in the bottom paragraph were created by google translate. The only way to really fix this would be to add functionality for this paragraph text to be fetched from the database, rather than hard-coded into the site statically.

We can use the text that Google Translate generated, except for:

1. SOI --> TID
2. (whatever it translated "snapshot of indicators" to) --> Tableaux des Indicateurs en détails

After this text is available somewhere in datalab/init, Datalab will need to be modified to fetch this data.
