[FEATURE] HP free/paid certificates

Is your feature request related to a problem? Please describe.
I'd like to add free HP certificates to EDx. If they're suitable for this repository, I'd add them as part of the Hacktoberfest.

Additional context
The certificates are officially priced at $5, but some of them include referral codes for a 100% discount.
This is confusing to me, as they're supposed to be free, but users may not see the referral codes.

Here's an example of a certificate—just expand the description. The code will be there:

Here you can find the hp courses that are free that come with a certificate: https://www.life-global.org. You can add from here as edx charges for the certificates.
