Normalize goproxy and other language proxy settings

Replace internal goproxy usage with official or cloud-accessible proxy endpoints across pipelines.

Acceptance criteria:

• No internal goproxy endpoints referenced
• GOPROXY values set to default or official proxies
• Other language package proxies (npm/pip/maven/etc) checked and updated if needed
• if the job is native prow k8s job and the cluster is gcp-prow-ksyun, then change the cluster to default.
