Migrate fileserver artifacts to OCI registry

Replace usage of fileserver.pingcap.net in Jenkins job DSL and pipelines with OCI artifacts in a standard registry.

Acceptance criteria:

• No references to fileserver.pingcap.net in affected jobs/pipelines
• Artifacts pulled via OCI registry with documented paths
• Credentials updated to cloud-appropriate secrets
