Migrate bazel cache/repository cache to cloud #4208
Description
Replace IDC bazel cache endpoints with a public/GCP-based bazel cache service, including repository cache.
Acceptance criteria:
- No IDC bazel cache endpoints referenced
- New cache endpoints configured and documented
- Cache service accessible from cloud runners
