signals list is too cluttered

problem

with the title, 3 badges, date, and description, each signal item in the inbox is very hard to parse, and the titles are always truncated (even on a huge screen)

suggestion

• i think we should make these boxes more title-heavy, maybe get rid of the description? something like this:

• i also want to poke at whether these badges are even super necessary? at least in dev, every single one says READY, which makes the label redundant
  • some even say READY + NEEDS INPUT which feels unclear
  • i think we could make this a bit cleaner with separate tabs/filters instead of All The Badges™️
• every report has the same icon, which makes the icon feel redundant (this could be a checkbox, see move report-specific buttons to the report itself #1570)
