move report-specific buttons to the report itself

problem

we have this persistent bar here with snooze/suppress/delete:

i understand what it's doing, but i feels like it makes the list feel heavier than necessary

suggestion

• if only one report is selected, can we just put those buttons on the report itself? maybe show these bulk action buttons only when >1 reports are selected
• OR, just don't default to "selecting" the report when you click it; make it an explicit checkbox or other input that has a more explicit "i'm about to do a bulk action" intent
