What's the feature?

This source plugin should allow submissions through Telegram. The bot should be able to be added to a feed, listen for tags, and push them as a submission.

Acceptance Criteria

• reply to content tagging the bot @curatedotfun_bot #feed and it will process the submission
• page added to docs, following docs style. README should be copy of docs page
• pull request to main repository curate.config.json using the plugin
