What's the feature?

This distributor plugin should create issues on Github. You should be able to reference the telegram plugin -- although there may need to be some exploration into how the proxy service should be adapted, since it currently primarily focuses on posting, but we want to utilize the same FCAK + OAuth token flow

Acceptance Criteria

• create issue on a repository in Github
• page added to docs, following docs style. README should be copy of docs page
• pull request to main repository curate.config.json using the plugin
