error:bullseye option need bullseye.py script

One issues using SIPMeta 1.3.1, command line like:
java -jar $SIPMeta_1.3.1.jar hic simple $txt $hicfile $outdir $chrsizes $juicer_tools $bullseye.py 21 2000 -norm -res 5000
But they can't find bullseye.py.
