Enhancement - Co-proposal Review (for discussion)

As a co-proposer I'd like to be able to review the flags and feedback offered by the proposer.
This will require a additional state where a co-proposer can import a file and see and read a proposers flags. It could offer a filter to remove the unflagged assessments (where a comment and a review request are is considered flags).
