Add Ops Comm View

Create a view to allow Ops Comm to handle batch generation.

View should contains:

1. Drug name
2. Drug identification number
3. Quantity of drug prescribed
4. Name of prescribing doctor
5. Dosage instructions
6. "Generate batch" button + "auto" and "manual" options
