Support Change Requests and Feedback Tracking in Application Flow

## Description

- The current application flow lacks a structured way for superusers to request changes from applicants and track contextual feedback over time. This limits clarity for applicants and makes it difficult to audit decision history.

- this ticket proposes a refactor to introduce a changes_requested application status and to persist superuser feedbacks
