Auth token not being recognised on the welcome site

Issue Description

User is still being shown Sign in with GitHub option on welcome page, even if the user has already signed in.

Expected Behavior

The dropdown menu with the User Greeting should be shown.

Current Behavior

GitHub login option is being shown instead if the User Greeting dropdown option.

Steps to Reproduce

1. Login to RDS.
2. Head to Welcome Page.
3. You can see the github login option still being shown.

If you navigate to other pages after reproducing the issue (for example, to /events), it displays the expected behaviour.
