Bug description

As we can see here: https://github.com/RobotecAI/robotec-o3de-tools/blob/o3de-2505/Gems/RobotecGeoJSONSpawner/Code/CMakeLists.txt#L55, the ROS2 agnostic gem depends on ROS2 Gem.

Steps to reproduce

Try to build RobotecGeoJSONSpawner without ROS 2 gem.
