[BUG] HTTP proxy is ignored on Anthropic provider

Currently VSCode HTTP proxy configuration is being ignored when using Anthropic.

Context (who is affected and when)

Any user for who internet access is available only through a proxy.

Reproduction steps

In my particular case I'm doing remote development on a container from which internet access is only available through a HTTP proxy. HTTP proxy is setup as http://proxy:1080 where proxy is the sidecar container providing proxy functionality. All attempts to use Anthropic provider fail.

Expected result

Anthropic provider does not fail

Actual result

I get Provider Error with "Connection error." as error details

I have analyzed this issue and here is my proposed implementation plan:

Root Cause: The Anthropic SDK client in src/api/providers/anthropic.ts is created without any proxy configuration. VSCode exposes HTTP proxy settings via http.proxy and http.proxyStrictSSL, but the Anthropic handler does not pass these to the SDK client.

Current State: The existing src/utils/networkProxy.ts module only configures proxy routing in debug mode (F5) using global-agent and undici. It does not handle the standard VSCode http.proxy setting that users configure for corporate/container proxy environments.

Proposed Fix:

1. Create a utility function (e.g., in src/utils/networkProxy.ts or a new helper) that reads VSCode's http.proxy and http.proxyStrictSSL settings and returns an appropriate httpAgent (using https-proxy-agent or similar) when a proxy is configured.

2. Pass the proxy agent to the Anthropic SDK client constructor via the httpAgent option:

3. Ensure the same proxy support is applied to AnthropicVertexHandler and any other providers that use the Anthropic SDK directly (like MiniMaxHandler).

Note: I see that @p12tic has already mentioned having a fix ready. If they are already preparing a PR, I am happy to defer to their implementation. Otherwise, I can proceed with this plan.
