I do get you wanting people to genuinely see your ads, its like kind of fair. Someone hosts something for me, in exchange I see their ads, like a deal. But this is not what this is about. I do not see how a mega corporation like google could be in a valid position to whine about people abusing their friendly ad deal system.
But now you try and achieve this in a way, thats not technical like "Are you human" tests, but that just relocates the trust to corporations like you. Truly evil corporations.
And unfortunately, people like Ben Wiser experience no shame at all when working for companies like these. I truly hope you don't know how truly immoral google really is. But what do I know, maybe you just don't care as long as you have a good job.

Well, if you were only making a new system that restricts users and hands control over to big companies. But you also try and genuinely censor all the criticism about it. I tried to make a complaint with this and another account (that has never interacted in any way with anything) and both times I could not create an issue with the error message being "An Owner of the repository has limited the ability to open an issue to users that have contributed to this repository in the past".

I hope you realize how bad this system really is.
