New release needed with @actions/github > 2.2.0 to allow use of GHES

Previous version of 1.1.0 included with upload-to-release did not have option to set GHES Url. New version (6.0.0) now allows so but a new release will need to be created to include. My organization only allows actions from verified publishers which Shopify is.
