Implement delivery guarantee (retry) #3
Description
Right now there is no delivery guarantee.
It should be implemented in a way such that it can be enabled or disabled (e.g. an option passed when attaching the plugin).
This is to handle the edge case where an scc-broker instance crashes; there is currently a very small window when some messages could get lost between socketcluster instances.
